In short if you are installing hardwood flooring planks nailed down or tile flooring porcelain ceramic or stone or sheet flooring vinyl or linoleum roll and your subfloor is solid and in good condition you can install cabinets either before or after the flooring.
This is easiest with linoleum or vinyl tiles.
