In most cases given standard flooring heights you will install the cabinets before the floor covering.

If you install wood product directly on concrete the moisture in the concrete will wick up into the cabinets and ruin the parts in contact with the concrete. The proper installation would be to install the cabinets and then install the flooring around the cabinets.
